Reporting TOS violations when there is no moderator?

A while back I wasn't sure what to do when there was multiple mods [webmasterworld.com] now I'm asking what to do when there is no moderator for a forum?

I realize the time for fixing issues in those forums will be necessarily longer but I've seen a few things that lasted a week or more. I'm sure I shouldn't post them here -- and it seems silly to cross-sticky them to a random moderator. Is this something I'd bug an admin about?
