I'd be interested to see a forum about the running of a forum etc. Or would this sort of thing live in Webmaster General?

There are certainly frequent posts about running them. Not sure if Brett and the mods want to give away all their secrets though...

The major issue with forum threads is that they are impossible to find! Try doing a google "site:webmasterworld.com" search with the term "forum" ... yeah, every page has the word forum all over it. ;)

About the only forum topic you can search is for very specific software packages. But the great threads about forum ownership, promotion, and development are nearly impossible to track down. My $.02! :)

As I run a forum as part of my w/site, there are so many issues that come up that I'd like to discuss with people with similar experience, but there is no obvious place to post to. it could go under Webmaster General ; Content, Writing and Copyright or Website Technology Issues, depending on the issue.
