Alternative motive for Pub Con

I've finally worked out the reason the Thistle is being used.

A quote from CBS Watch :

WASHINGTON (CBS.MW) -- A handful of hotels in the Ottawa area have become home base for e-mailers.

Jay Swackhammer, of Nebularis Inc., said he has been tracking one spammer who has been promoting government loans. "He'll book into a hotel for, like, a few hours, send out his stuff and then leave," he told the Ottawa Business Journal. The Internet service provider investigator said the spammer has been "kicked off every ISP" and has been active not only in Ottawa but elsewhere in Canada. If hotels do not act to stop their networks from being used by spammers, he said, they could find themselves added to blacklists of spam sources and their e-mail services unavailable for guests.

The crackheads are using Pub Con as a smoke screen for spam.
