Google keeps killing my accounts

I work as a web developer for many customers.
I make one google account for every customer, and obviously I'm using the same phone number on each account.
Since about a year or so, I'm losing access to accounts, google keeps cancelling them and denying account restoration.
I'm unable to access my client's business account or analytics or google places API.

In my interactions with Google's system, it keeps repeating lies such as :
- an SMS has been sent (NOT)
- too many unsuccessful attempts
- no email or phone number on file
- account created by a bot and used for illegal activities

?
none of this is true.
My clients are in Switzerland, my phone is Swiss too, and I often travel between Switzerland and Thailand where I spend most of my time.
I also speak several languages, so I wonder if Google mistakes me for a bot.

I haven't found a way to contact google to resolve this situation.

What can I do to resolve it?

Your client should create the account and then they can allow you access to their account. Business accounts in particular (using Google Locations) requires verification of the business. A Business account can have multiple profiles but to be able to open each account you will need separate phone numbers and emails. It can only apply to a physical business with a verified physical address.

If you Google "can I have multiple Google Business accounts?" you'll see all the details. Off the top :
Business group/business accounts can have multiple owners, but only one primary owner. Owners and primary owners have the same capabilities, but primary owners can't remove themselves from a business group/business account until they transfer their primary ownership to another user.

Google My Business allows for a single business profile per entity but permits multiple profiles for legally distinct entities with separate phone numbers, addresses, and tax IDs, catering to businesses with multiple locations or distinct departments.

Google promised to make 1 TB account free space for everyone, is anybody got this? Or google just forget it because is busy with earning money?

having the business owner setup the account is impractical because some clients are barely able to open their email.

if I manage to get the owner to setup an account, I would still need to go through the business claiming process for him.

And then, if the owner (primary owner) successfully adds me as an owner, will I be able to :
- add/manage other users
- change CC / Billing data ?

what is others' experience here with having one account and maybe a couple of backup accounts setup as owners of multiple businesses ?
do the accounts get cancelled by google too ?

why is there no google support to talk to ? I have been managing google ads accounts with budgets of over 40k EUR. they always pester me for "google ads review" calls to milk more money, but when I need help, there is no help from google.

They offer services and they spell out the requirements. If you want to control multiple accounts you need to supply the required information for each account. If you are the only person with access to the clients' Tax ID, phone, physical business address and email you can set up multiple accounts, but you are responsible for the information given being accurate. If a client does not even know how to open an email, how are they able to supply you with all the information required?

Ads Review is not necessarily pestering to upsell, they will notify you to visit the Ad Review interface to accept changes to your ads. It is button to push. See About the ad review process here: https://support.google.com/google-ads/answer/1722120

Ignoring the review process can cause ads to not be used. Enough of those might cause account problems.

Well, the clients can write Emails, but not much more.
We communicate by email, whatsapp and phone.
I receive photos of credit cards and IDs from clients for me to use as necessary for their setup.
Of course the information is accurate, these are businesses with premises and registered at the commercial register.
