Security of your site, question !

I have been working in information security and vulnerability search of websites for 5 years. For 5 years, I still don't understand why site owners and webmasters do not worry about the security of their sites and leave so many vulnerabilities. 95 percent of the sites that I tested have vulnerabilities that allow hackers to steal user data and hack the site. Why is this happening ?

how do you select the sites to probe for vulnerabilities?
i would be surprised if 95% of a random sample of web sites even had user data available to steal other than typical access log information.
