Non-US Alternatives to Blogger, Wordpress, Tumblr?

Hello.

I am looking for Asian, European and Latin American alternative platforms to blogger, wordpress, tumblr.

Non-US based blogging sites where one can blog for free and preferably host the blog on one's own server, ie; blogging via ftp (which google sadly discontinued a few years ago).

it's not clear exactly what you're looking for or what you mean by "free".
are you looking for free hosted blogging platforms that are hosted in all 3 of the regions mentioned?
or are you looking for an open source blogging solution that you can install on a host at a location you have chosen.
as soon as you are on "your own server" or even on a hosted solution under your domain it's not "free" any more.
