Replicating Website in Another Country

We have a website where we offer multiple brands. 2 years ago, we started a brand of our own. We added a small (10-page) informational website on our own brand to distinguish it in its own right.

Someone who's made lots of large purchases from us now wants to be a distributor for us in Russia (we are US-based). They asked about using some of the info we have on the product/informational website and we indicated they could.

They replicated/translated 6 of the 10 pages on a website with the same name (but Russian extension - i.e., www.#*$!.ru ).

They asked us to ok this site and we're wondering if we made a mistake in giving them permission to use our materials.

What are the implications of having a US-based website #*$!.com and a Russian-based website #*$!.ru? Is that seen as duplicate content?

Would we be better off asking them to eliminate this website and offer a condensed version as subpages on an entirely different website (they already have)?

the replicated content is seen as duplicate content but would merely be filtered primarily based on geolocation.
for example, your .com will likely have difficulty outranking the .ru site on google.ru searches for the duplicate content.

however if the content is translated rather than replicated then it is not duplicate content.

the domain name is an entirely different question and you may want to investigate whether it is recommended, necessary or possible for you to protect your brand name in the russian market by obtaining the .ru domain for that brand name.
