a) dinamic IP allows to connect a lot of users for each IP
b) IPX and Wi-Fi networks allows every user to connect a lot of devices
c) I have a dedicated server with eight domains and every one has its own IP just for 1,25$/mo. If prices raised till 20$/mo, I would let them with just one IP and use the hoster nameservers.
