I was looking at a couple of foreign websites today and noticed the following at the bottom of some pages.
Value-added telecommunications business license: #######
and
Dissemination of audio-visual programs information network license: ########
Is requiring a license on the horizon for more countries?

You are probably talking about China in this case.
Some countries have specific requirements for websites. In the Netherlands, companies have to list their Chamber of Commerce registration number for example. Not the same as a publishing license and I haven't heard of websites being shut down because of a missing CoC number, but it may be wise for all webmasters to periodically check local regulations to see if they still meet all requirements.

Many jurisdictions have requirements to publish specific information on corporate documentation which may or may not include web sites. Its all down to where your business is located and what country's laws apply to your contracts.
