The ownership information and verification authority is information in the security certificate of the site.

If the certificate is "self signed", i.e. the site owner has generated the certificate himself, then it doesn't contain this information. The connection with the site is still encrypted, but the visitor of the site has no information about the authenticity of the certificate.

You can buy certified certificates at a number of on-line companies. Prices range from anywhere between $15 and several thousands of dollars dependent of the type of information contained. The certification authority checks if the information the site owner supplies is valid. For very cheap certificates they only check if the certificate requester owns the domain and site. For more expensive sites they also check business details, address etc. Only the more expensive certificates therefore contain ownership information.

That would account for a page not being secure, but how does that address the issue of ownership information on the cert?

but most important no message alerts to customers.
