DNS Issues With Three ISP's

Problem with registrar or the ISP's?

So, I couldn't find my original log on, I had to create a new one.
I couldn't quite figure out where this went, I hope this is the right forum!

The problem is, within say 30 miles of 3 ISP's, we have been having problems accessing websites. Person A can only see 3 out of 5, person B can see all of them, person C can see 4 out of 5.

The DNS has changed with the registrar over 72 hours ago. Is it possible that the ISP has a TTL of over 3 days? My boss is a little freaked out about this as there was some PPC spending of about 600 bucks in two days. Boss just had to check the sites during the DNS hiccup.

Should we be on the phone with the registrar, or be calling the three different ISP's?

P.S. These 5 websites are all hosted on the same server, and the domains are all using the same registrar (which is totally different from the web server). Running a traceroute when there was problems was going to the way wrong IP address. After about 10 minutes, the problem cleared up and everything was As It Should Be(TM).

Any ideas/thoughts/concerns?

Are you sure you're not confusing an ISP's cache with DNS?
