Utility to track server logins?

I am looking for a way to monitor all logins to my (shared hosting) cpanel, and all ftp access. I want to know who and when people are logging in, preferably with an email notice when anyone logs in.

I checked with my web hosting company and they said that's not possible but it seems like that would be a useful feature and I'm surprised if it's not somehow possible.

Any suggestions?

If you are on Unix/Linux, simply run the "last" command.

What operating system is your server? Microsoft IIS?
