Audience in Japan, but looking for hosting service outside the country

Hosting service outside of Japan with fastest respone

We are going to build a website with an audience mainly in Japan, but wanted to host the website outside of Japan (cost reasons). After doing numerous searches on several forums, most people recommend looking for data centers/hosting services in the West Coast of the US. Is this correct?

If not, can you please recommend other countries and their hosting services that have VPS services upgradable to dedicated services?

Also, I would like to test these hosting services response times when calling it from a browser in Japan? Will pinging these websites suffice to determine response times?

Hosting inside Japan will give local users much quicker response times. Hosting in Korea or Hong Kong can be faster than US hosting. The time difference can be fairly dramatic once you move outside Asia. If you must host in the US then a West coast host would be quicker than one on the East coast.

Pinging a hosted site from a PC in Japan would give you a good idea of the time difference for different hosts.

In the last couple of years there have been several instances of earthquake damage to undersea cables disrupting internet traffic. Keep geology in mind when considering locations.
