I Hope this is not off topic. i did not kno where to post this question.

Does anyone know if mass unsolicited emails, sent Business to Business are considered SPAM? I know this is true for sending to individuals.

If you mean in the legal sense then we need to know where you live as laws vary by country.

In the moral sense - definitely.

In the sense of the terms of service of your email provider - very probably.

In the sense of being on spam blacklists - risky
