I am moving Site A to Site B.

Site A is registered with godaddy that allows me a 301 URL forwarding option. Can I use this option to forward Site A to Site B? Will that be SEO friendly?

Please don't tell me about mod-rewrite or htaccess redirect as that is not my question. My question is, is a redirect at domain registrar level SEO friendly or Not.

a 301 is a 301.
what you are describing is essentially the same effect as a site-wide 301 using mod_rewrite on your own server.
