Yes, Russian has to be there. But take a tip from me, there may be whole pile of people speaking Russian, but at the moment they are NOT buying. In five years time maybe things will turn around.

Exactly. Chinese may have the biggets base of potential users but their value per click is far less than an English person. A list of top languages and their estimated worth would be nice.

I'd take it a step further and target by market rather than by language, especially if you're selling something. It might be easier to target a regional language concentrated in one or two countries (e.g. Italian, Korean) than a multiregional language (e.g. Portuguese, Arabic) that is used differently in many different countries (as it often is, even in written form).

That depends, if you're targetting Canadaians, it would be second to English.

In Windows go to the Control Panel select Regional and Language Options, and install the languages you want from there.
