What are some places where I can go to see if our ip is on an SE's blacklist or blacklisted by an authority which the SE's use?

Google it. There is a few main repositories that keep track of black listed ips. We found ours on one a few years back due to an insecure script on our site being used to spam folks. We locked it down and submitted a re-review request and got our ip removed from the list.

I found one I think will help: mxtoolbox.com

So, I go to mxtoolbox and enter our IP and all is good except the very first line which comes back:
Report Column Headers Read: (Separated by pipes)
Blacklist Name ¦ Status ¦ Reason ¦ TTL ¦ Response Time (ms)
Results Read: (Separated by pipes)
NOMOREFUNN ¦ LISTED ¦ 31/03/02 importet from fiveten after SPAM Return codes were: 127.0.0.7 ¦ 1651 ¦ 16

Which that's not our IP but it's the Internet Assigned Numbers Authority's

You might try dnsstuff.com - they check a number of blacklists.
