Creating an IE7 toolbar?

One of my clients wants to make a toolbar to compliment their site. I have NO idea how to do this. I'd love to think that I could use my existing PHP/JS/CSS/XHTML skills to do it, but I suppose the reality is that I need to get dirty in some C# or something? I used to make simple programs with C++ & MFC /many/ years ago, so I'm not COMPLETELY starting from scratch, but I basically am!

Can someone just give me a few hints of what I need to be looking at, or if there's any tutorials anywhere that'd be great. Also feel free to say "it's going to take you months, get them to contract someone else to do it" if that's your opinion!

Ideally we'd like to roll this out for other browsers too, will that necessitate a new version for each one or is there some standard?

There are many toolbar generators out there you can use to create a fully custom toolbar. Cross-browser capable as well.

The ones I've found seem very limited, i.e. they give you a toolbar with a logo and a search box and an rss button etc etc.

We need to

1) display a logo
2) display some custom text & a couple of images depending on which site the user is currently visiting
3) have a button which pops up a floating HTML form over the existing website, and posts back to our site

etc etc.

Number 3 could possibly just become a button that takes them to a particular page on our site instead, if popping up a bit of HTML in an iframe is undoable?

You might check over on the Microsoft Newsgroups in Internet Explorer. You will find a lot of people there who know / understand the product (MSIE)
