Today I received a post card-like mail from Portland, Oregon which states Notice of Settlement Recovery Center vs ValueClick Inc.
What is it? Im not an advertiser / publisher of ValueClick. I dont live in USA, Im from Philippines.

That sounds like there was a class-action lawsuit filed and settled. They are giving you notice and asking you to join the class. You'll have to search for details to see if it is legitimate and if you might qualify for part of the settlement. It probably isn't worth your time even if you are qualified to be a member of the class.
