Top 100 Lists -Any Good?

I remember when I was in high school, about a decade ago, using top 100 lists to generate traffic to my site. Now, at this time I didn't know much about SEO and it didn't appear to be that big of a thing on the web.

My question is, are Top 100 lists still worthwhile? Are they good or bad for SEO?

Also, as I recall there used to be an In and Out on Top 100 lists. In was the amount of traffic that you sent them, and Out was the amount of traffic they generated for you. I just see Out on the ones I have taken a look at these days. Has something changed?
