Getting a redirect to landing page full of ads during downtime

Is there a complaint/watchdog /authority for hosting companies in the USA

Recently, I discovered that my there is an outage from my host's servers the visitor that would have once gone to my site is redirected to some stupid 'portal' which is essential nothing more than a page full of sponsored links. i complained very polite but strong manner to my host and was given a brush off. Is there anything I can do? I am not in the USA but my host is.

Any help appriciated.

Pull your account and give it to a reputable hosting service!...KF

The most straight-forward suggestion would be to simply switch hosts.

check your error pages as well - my host recently implemented 'default' error pages which have frame showing ads from some portal (solution is to either change host or implement custom error page)...

Thank you for your replies.
I have never migrated a website b/n different hosts before. If I simply migrate and repoint my domainname to the new DNS server, are there any SERP issues or penalties likely to be involved?
