Triggering automated phone call

upon a call for action sent by a server side script

I am looking for a third party that upon a call for action sent by a server side script could then send an automated message (answered by the end receiver, or left a message)
It might be part of a multiple members “sort of reservation system”

Are you using or do you know where to find such a service?

You mean a voice service? Otherwise you could just send the text message to the cell phone.

Yes, I mean "voice" however it means non human voice
and for my specific needs it cannot be a small text message on cell
There are such services but the less expensive one starts in the 5k+
and "finjan security" seems not "very happy" about visiting the handfull of free application sites!
