Tracing IP or email account because of abuse

Hello,

I'm receiving threatening letters via email and I have traced the IP; however I'd like to go further to positively ID this person (s). How can I accomplish this goal? Please explain in detail for a layman.

IANAL:

To obtain personal information from an IP, a court would likely have to compel the offender's ISP (which is all you know at the moment) to hand over account details. In other words, you can't.

I recommend you deal with this problem through the police or local law enforcement.
