Login script databases payment systems

I'm looking for existing tools that will provide the following functions for a new project. I'll happily accept any recommendations.

1. User login script/database that can create and manage up to 50,000 user accounts. Desired functionality:
- Setting up a user account requires a password verification field (ie, user retypes password)
- System can automatically email lost passwords to user's email account
- user account has additional fields for contact information

2. There's probably a term for this, but I'm looking for a database designed for creating and managing a directory of business contact information. Imagine an online directory of motorcycle retailers. A site visitor can search for local retailers or by bike brands. The store owner creates a unique account that allows him to add his store to the database. Subsequent user searches would display the new store dynamically.

3. Payment system for business directory listings described in #2 above. Business owners can purchase expanded or premium listings for their stores and pay for things like additional colors, photos, bold text on a monthly basis. I'd like to be able to keep a credit card securely on file so that charges can be automatically billed each month.
