I have a cluster map on my site, and it knows where people come from to visit my page because it detects their IP address. I am wondering if I can creat different regional pages and then automatically direct the people who come to my domain to a special page for people in their area. I'm sure someone is doing this...

Don't count on the IP address to give you a valid location... You may notice that almost all AOL users appear to live in Sterling, Virginia, for example. That's because they all use AOL's caching proxy servers located there, even if they live in California.

If you want to reliably know where they are, ask them. If they lie and you serve them the wrong page, then at least it's not your fault. :)
