I've seen lots of big sites which use?123 in their calls to .css or .js or similar stuff in their <head> <link>s. They seem constant between pageload but change periodically.

Why is this? What is the purpose? What do they hope to acchieve? Does it work? I want details!

Version number?

Of course they "work". It's a legitimate form of URL. You can assume there's some scripting being used to serve-up the CSS and Javascript pages, rather than them being simple static pages.

Maybe used by some CMS?
