Fail to verify a site

Hi webmasters,
I fail to very my site in Google Webmaster Tools though I upload a Meta Verify Code to Homepage that you can check by viewing its source.
Still don't know the reason why.
Anyone here experiences this issue?

Welcome to WebmasterWorld tapher.

Try running your pages through the W3C validator [validator.w3.org] and work through fixing the errors they raise there.

I check it. Also like Google says: 403 Forbidden.
Check 403 error and find the definition like this:
"The server understood the request, but is refusing to fulfill it. Authorization will not help and the request SHOULD NOT be repeated. If the request method was not HEAD and the server wishes to make public why the request has not been fulfilled, it SHOULD describe the reason for the refusal in the entity. If the server does not wish to make this information available to the client, the status code 404 (Not Found) can be used instead."
So, how could I have our webmaster solve the issue?

What does your site run on? Is it a CMS? Is it something you made yourselves?

Do you have any bot or scraper prevention scripts running that might be stopping things?

Are you sure that it is in the meta tags section of the header of the website code - like this:

<title>Insert Website and Title Here</title>
<meta name="verifciation code and all that here" /> <-- google code there.
<meta name="rating" content="general">

Check, recheck and make sure the verification code that it's at the header parts of the website...
