Word of mouth, advertisements on your favorite blog out there, search engines, etc.?
I'd love to hear your thoughts on this, as I am attempting to target these specific clients.

I think you might be barking up the wrong tree, though.
Most of the people you are talking about wouldn't be very involved (if at all) in choosing designers as part of their job function. (If they work for somebody else.) This decision would more typically be made by departmental management or an internal design or web group.
And those that develop their own websites - well, they're going to tend to be "cheap", I think. They are able to develop a website on the cheap, because they can use their own labor, which would be tremendously expensive to hire.
I would tend to go with word of mouth and designers I have worked with in the past. I've been in both positions (working for others, and developing my own sites) so I know several. I would think most developers would be in a similar position, particularly if they have worked for others - they've come across a number of designers, and know who is good and who is not.

Exactly what I was going to say, but since the only designer I work with also happens to be my sister, I'm not really the best example.
