Looks like an authentication key of some sort for Yahoo.

Hi,

The y_key authenticates you as the owner of your website with Yahoo! Site Explorer [siteexplorer.search.yahoo.com]. Which is like Google Webmaster Tools, it allows you to get stats on your website, etc.
When you set up an acount with Yahoo! and add your site to Site Explorer, you should be given the code for the meta tag.
