It sounds like you're doing the same thing that anyone who issues a press release would be doing. They take one press release and submit it to as many news outlets as possible in the hope that many places will publish their news. That's not generally considered spam.

I would only submit to relevant sites. Make sure that the article's content matches the content-type of the target site. You wouldn't submit an article about how to bake bread to a site for motorcycle enthusiasts. ;) If the target sites are relevant I don't think you have to be concerned about a limit.
