Pages where all text seems to have a rollover state

and yet is not a link, it must be CSS

I have been running across more pages where all text seems to have a rollover state, it must be CSS, and yet is NOT a link because it doesn't take you anywhere. My guess is that this is done for SEO reasons: since all of the content is a link the Search Engines would boost this sites ranking. I have a couple of questions:

A. Isn't this borderline spammy?

B. Won't it eventually be punished?

It seems like misdirection at least. Thanks, Sean

Did I post this in the wrong area? It seems hard to believe that no one has seen this phenomenon and wondered themselves. Thanks.
