Recently, I have started a blog/site using Blogger with modified code (dosen't look like Blogger site anymore) and I am looking to move to a new server (which I have already purchased) and possibly upgrade to a new CMS system.
I am guessing that the difference between Blogger and a CMS is something to do with mqSQL, which Blogger doesn't seem to use. I am guessing that this helps with searching in site? (currently I'm using Google site search but want to upgrade this too).
So anyways, the reason I am switching from Blogger is because I would like more control over the URL's that are created (I know this is picky, but anything helps in SEO). Altougth Blogger is good with this, I am looking for something possibly a little better. By the way, I am using a heavily modified Blogger site with a lot of SEO hacks added using others code.
One thing I am looking for in new CMS is
1) customizable SEO friendly URLs (if not customizable, at least SEO friendly. (e.g. "name-of-article.html" rather than "post2349.html")
2) Site search
3) As little code as possible (too many scripts and other things in Blogger) I like it as clean as possible, preferably no javascript or any other fancy code.
4) Highly customizable template or the option to insert my own template (Blogger does well with this once you can comprehend their code)
Anyways, I am using my host and they have this thing called Fantastico, which has a bunch of CMS that I can install with a click or two, so anything from this list is preferable since I am not very skilled at installing third party software on servers, but could possibly try if it's worth it.

Many CMS packages can do what you ask. It really depends if you're comfortable using them and are willing to maintain them. I'd stop over at opensourceCMS and try out some of the free ones you've mentioned above.
My personal recommendation would be MovableType. It covers all 4 of your criteria.
