noindex on non-content pages?

I have a site with lots of non-content pages. On these pages I have no ads. Should I do robots noindex on these? Will this improve my rankings by giving greater emphasis on the pages with actual original contents and ads?

Can I somehow tell search engines to give greater emphasis on certain pages (the ones with real content)?

If your pages have no content, then why are they "up"? What is their purpose?

No content as in meaningful content. Just like... "popular articles" and "latest articles" lists.

So for navigation pages, I don't think it would hurt to index them. This should help to spread page rank around, but I'm no expert, someone might have a better idea.
