1) it needs to be readily accessible by most surfers (for example not everybody has Flash)

2) it needs to be of good quality and have "play" and "stop" control buttons

3) must be easy to implement

4) must be able to play mp3 files

Most people I know have their speakers turned off - onless choosing to watch a film/clip etc

Don't.

But, if you must annoy your users this way, use Flash. The only other choice would be Java, or some plugin (e.g. RealAudio, etc.) that would be even less popular. More users currently have Flash installed than Java.
