Infrastructure for large video webinar

Further to my previous thread, I'm still struggling with this. Can anyone advise where I can look for the following?:
- I need to be able to run a video webinar with multiple presenters, with both video and whiteboard/screensharing. Say 2-4 distributed presenters.
- Need Q&A/chat capability with the audience.
- I hope to have 500-1000 viewers for each webinar, but perhaps more. I have 85,000 twitter targetted twitter followers I am going to promote to - so I could end up with even a couple thousand people watching these.
- the purpose is entirely to serve ads in video content, so I need real capability to insert advertising into the video stream. Better yet would be tracking of the ads/views if that kind of technology exists. And better yet would be advertising that's clickable or overlaid on the video.
- I also need to be able to stream/mix a header video and tail video.
- I prefer self hosted. I'm told that apache openmeetings won't do all this.

I appreciate that I'm asking the video webinar equivalent of 'how to rank in google', but I need to to from zero to hero on this fairly quickly (advertisers are demanding it, publishers are on board and anxious) so any stabs at this are appreciated. My research on this so far is overwhelming.

Since no experts have replied, here's what I've come up with. I can't seem to find much reasonable in the way of commercial offerings that will scale to thousands of customers. It seems that Google air/hangouts is the only feasible way to do this right now. I've got a consultation booked with a consultant to go in to more depth, but on the surface it seems like it will work.

Ironic, considering that this is part of my work that is mostly not reliant on Google.
