I am currently a Moyea Pro user for converting avi/mpg to FLV. The products is great for the money but it has the down side of being very slow. It is currently hard coded to only ever use 50% of the CPU's processing power, and does not take advantage of multi CPU

Can anyone recommend a product sub $100 that can maximize the full potential of a Dual Core CPU at 100% use. I have a dedicated machine intended only for video editing, it would be great to find a product that could do this.

I agree with agbenny.

I just installed ffmpeg and it runs a dream. Very fast and a huge list of encoding options.

The only downside (for some people) is it's run on the command line.

On2 do a product thats $40 (can't remember what it's called). It has the advantage over most other cheap flv convertors that it uses the superior vp6 codec which gives much higher quality than the typical flv codec used (sorenson spark h263)
FFmpeg in newer versions can convert to h264, which is very good quality and can be played by the latest flash player version. There are free guis available for ffmpeg, just search ffmpeg+gui

The one that I always use is Super. It's free and has always worked for any file I needed to convert.
