Quotation marks in searches

Ok, I'm fairly new at this, so correct me if I'm wrong.

X=word 1, Y=word 2, Z=word3 in search phrase
Search #1: user searches: "x y z", returns 5,000,000 results
Search #2: user searches: x y z, returns 100,000,000 results

If I want to target my page for the 5,000,000... I would want to optimize it so that the key words occur together as xyz, rather than occurring thoughout the page seperately... correct?
