Tivra.com the new engine

I traced the ip to crawler.tivra.com, but it gave me a 403. And the home page doesn't exist, but I did a domain name lookup, and found it was owned by ATT.

Does that mean they are starting an engine? Has anyone else seen, or heard of this critter?
