Different sorts of link structures

Do/Will SE's expect different link structures for different websites?

I have a suspicion that G has taken a move toward considering link neighborhoods. But I believe that it hasn't found the right balance for reconciling neighborhoods with content.

Does anybody have any thoughts on how Google might approach this? How would they work out what type of link structure would be associated with what type of content, and most importantly what would they be?
