Meta tags in sub-pages

should all pages have their own distinct meta-tag set?

I am new to this SE business so please bear with a simple question.

Do the Title/Keyword meta tags only apply to the page on which they reside? Will my site's main page index be improved if pages linked to from the main page contain the main page's keywords? Should each page's keywords be tailored to the actual text of the page?

Yes, yes (both ways) and yes. But the keyword metatag is dead. Else title, focus on body content.

Yes

Up to debate. If the incoming links to that index page contain those keywords then you've got a good start.

Should each page's keywords be tailored to the actual text of the page?

Yes
