one good way is to offer other sites to be a guest writer; you write an article for a relevant site and include a link pointing back to your site; i always try to cite my site as one of 1st reference to what i am writing about in the body story so the link can drive as much traffic as possible. ensure you link to other sites too as naturally as you see fit.

Rules for promoting a blog is the same as any other website....title, good content and good incoming links.

Post unique content in your blog, Google loves unique content.

Do some quality backlinking to your posts and give some time to your blog and you should achieve what you are looking for.

You can increase the relative traffic by:

1) Adding Quality links
2) Starting an SEO campaign
3) Submitting your RSS feeds
4) Use social media: facebook, twitter, other blogs, forums
5) Add it in directories
6) Start PPC if the blog has a commercial use.

I know a lot of bloggers (5M PV/month and more), and many of them use social networks to spread the word about their blogs. To retain users, post interesting and unique content.

One more thing: be careful plastering your blog with static ad units (i.e. ads that always appear), they turn users off, lowering retention.
