Optimise National Service Site for Local Results

Hello all,

I have a site that offers a national service across the UK, but wants to appear on geographically targeted 'local' terms. E.g. [service + city] or [service + town].

The site itself is quite minimal with text, just enough for the user but also fairly relevant for search engines looking for 'national service' etc, however they do not wish to create extra targeted pages for the 'local' keyterms (budget is limited).

Google Local seems to be the way forward here, submitting their local bases from which they offer the service.
Also targeted local directories perhaps.

I was wondering whether there was anything else that hasnt been thought of?
Has anyone else had a similar problem?

create extra targeted pages for the 'local' keyterms

That's the only real answer that I know of. If they don't have the budget then they can do some of the work themselves or take a business loan.
