Does spamming still work when blogs have "nofollow" tags - or odes it only work to the ones that doesnt have the nofollow tag yet?

I see some websites have 6000 backlinks - pure spam blogs (looks chinese or japanse blogs).

Some sources claim that nofollow-free blogs are downgraded by Google, but I really don't know for sure.

There is some evidence that ALL blogs have less 'power' than they used to, the amount of blogs spamming has been so huge.

But theoretically, a recommended link on a nofollow blog should be as good as any other link.

I'm quite sure that many blogs have been banned for abuse, but as they are so indvidual, it's hard to see a pattern emerging.

Why would a link on a nofollow blog be as good as any other link?

The whole point is that the link is not supposed to be followed by the SE/pass PR to the page.

That would defeat the whole purpose of the tag.
