For example, a thesaurus might tell me that tennis shoes are also called sneakers. Then I want to know whether people actually search for either of these terms, how competitive each is, and make choices from that information.
I can't imagine a keyword tool doing all that, but it sure would be nice. You did say to dream one up. :)
Also I think that people who know how to search try different keywords when the search result for a keyword is insufficient or not relevant so a tool that record clickstream at search engines could
record keywords that are related. Such tool could also record stats about keyword popularity so you have a way to record both popularity and related search.
Do directhit work like this to provide alternate search words at various SE ?
not exactly the answer to your question,
but in searching for new trafic on related keywords, I found that "joining" english multi word keyphrases into one word gets you German speaking and Scandinavian/Benelux clients, they tend to make their words as long as possible (even in english).
So for example "search engine result" could be "searchengineresult".
Try this "word" in Google and you will get amongst others German and Danish results.

It is useful for no mother-tongue English to understand "new" English words.
What do you think about using your keywords translated in other language ? Maybe you can find/hire someone to translate or proofread an automatic translation to give an overview about your website. In some situations people are willing to make some efforts and try to understand an other language even if they are not fluent. It may not work for commercial website but for website that are not commerce related it may work.

What will happen when after multiple optimization everybody start to use the same keywords ?
I think that there will be a kind of feedback effect and keywords that once gave visit will be so popular among website that they will start to be less usefull.
What do you think ?
