Quality Links and the Numbers...!

It's effect on raking the pages...????

Let us suppose i have a site which has 150 inbound links out of which only 20 links are relevant to the content on my pages...and the rest 130 are links are no way related....

the question is...b'cos of the quality inbound links..the site in question might get a little boost if the algo of that SE is supposed to take Link popularity into account....while ranking...which mean a positive effect...

The other 130 non relevant links...does their presence affect the ranking of the site negatively..???

One more question is about the outbound links...that is if the quality (relevant)...inbound Links are 20 and quality outbound links are say 40...does the the disparity in the quantities...affect the ranking....???

if anyone has closely followed the linkpopularity concept or have any idea about this...pls post in your replies...will be very valuable...!!!
