Fastly is one of the proxy services used by Apple private relay. Apple also uses Akamai and Cloudflare for this. There are lists of these IP's available so you can track down the city / state / country where the person (or bot) lives.
I've seen a handful of abusive hits from these - I've IP-blocked them only down to the /24 level. I've looked up their geo-location out of curiosity, seemed to have always been eastern europe.

Be careful about the /16. I’ve seen humans from there within the last few months.

I have a human using Fastly too often too fastly. Once I waylaid them pending their touching base and they just like to open scores of pages within minutes, sometimes while using two browsers. Then they go back and read things. Drives me nuts but no harm done as yet.
