Is PsiNet a Host? Is it Okay to Block ALL their IP addys?

I've received spam related traffic from PsiNet IP addys in the past.
Are they just a webhost? Okay to block their IP addresses?

When in doubt, I check raw logs for any .css requests from the suspect IP or UA.

I've seen sparse traffic from PSI that are validated as legit users by HEADERS only over the past several years. All-thought I block all PSI, I do set them up with a basic CAPTCHA, something along the lines of "What is 2+3?"
Basic CAPTCHA/Trickery: ----------------------------------------------- Question Color CSS is same as BODY-BACKGROUND. Question is loaded via AJax and on successful load changes the COLOR of Questions text to something visible. ^^^There you have CSS/JS enabled browser! ----------------------------------------------- Answer Question the right way, You got your self a visitor! -----------------------------------------------
Some get thru, 99% don't bother... e.g. Bots.

^ ..... and then again some surf the web with js disabled. IR1, for example. Site needs to be compelling before I allow js. If not given chance to make that determination then, like the 99%, the back button becomes the click of choice.

Presented with simple CAPTCHA, perhaps is the time spent on learning something for Young(bots), let them be!
Try pulling this page in a real browser: [ibm.com...] with NO JS. One of the popular ones in my Bookmarks(..and they know it).
This is not totally PSi related, but would be about 5 years ago+, when they gave "gook" to care of their outgoing network traffic. P.S. I forgive them for 2022, it is a good thing...
