server range vs block. Only the /15 is assigned to softlayer.com. You may be misreading the report or your tool may be returning vague info or my info may be outdated and softlayer.com has expanded its assignment.
Added... Some look-up tools (especially the free ones) may return cached results to keep costs down. Sometimes that info may be outdated. I use a paid service and trust it but there's always the possibility of error.

169. is kind of strange with a lot of older chunks listed as Legacy, pieces of IBM and Credit Suisse which is all of 169.32.0.0 - 169.37.255.255 according to the network tool I use.
