Anybody know what this is? Google has no info, other than a few honeypot entries, with no resulting spam.

No idea but it's from a Leaseweb server in netherlands so block it.

I'm always a bit suspicious of agents with UA-strings that include 'difficult to detect' characters like that "*" there at the end. A common 'newbie' error would be to forget to escape that "*" as a literal character in an end-anchored regex pattern, and therefore the pattern wouldn't match and the blocking rule wouldn't work...

I've seen no legitimate traffic out of LeaseWeb, so at least for US-centric sites, I have to concur on blocking 85.17/16 ...
