Using dashes, kws in file names plus other seo tactics? Over optimization?

Is it too much when combined with other seo tactics? Please help.

Q.1. I've heard of over optimizing pages, i would like to know if it would be a good idea to include the keywords in the file name separated with
dashes?

So far i have:

<title>red widget</title>

>file name:

red-widget.html

<h1>red widget</h1>

>body of text with keywords
throughout.

Q.2. Is it too much to include the keyword in the
file name aswell?

Q.3. To those of you who have used dashes, what kind of results have you received on your pages?

Q.4. Penalized for over optimization?

Q.5. Does having *all* these above seo tactics on a page too much?
